The Commission accepted the processor's explanation regarding the expansion of the plan boundaries in relation to the Decision on the development of the subject plan. Also, the explanation regarding the deviation of the planned urban planning parameters in relation to the General Regulation Plan was accepted, as well as the explanation regarding the way of handling objections from the early public inspection, so the plan was forwarded for further public inspection.
In the detailed regulation plan, which Biznis.rs already wrote about and which was on early public inspection until July 30 of last year, it is stated that the area of nearly ten hectares (9.9 ha) in the municipality of Čukarica is insufficiently affirmed and unused, and through the development of amendments and additions to the plan, all relevant conditions, limitations and opportunities to plan appropriate use and higher capacities at this location that would enable the transformation of this space will be reviewed.
The location itself is located on the southern side of Lake Sava in the area between the Obrenovac road in the north, the Sava highway in the south and two MUP complexes on the west and east sides. Commercial facilities occupy the largest, central part of this location and within them is the Tempo hypermarket, which on 10,456 square meters of gross area has its own warehouse and office space, with a large outdoor parking area.
The investor of the plan is the company Planeta Sport, as stated in the report for early public inspection prepared by the Center for Urban Development Planning.On the area itself, it is proposed to "realize" a unique business complex with an approximate size of 152,000 square meters, which would also include a four-star hotel with 120 rooms, as well as a garage with 400 parking spaces.
"For this purpose, Block 1 is included in the total area of about six hectares. Within the block, the construction of a complex of commercial contents with several buildings that will be connected to each other into a unique urban entity is planned," the report states.
As specified, different contents are provided within the business complex. On the ground floors of the building - restaurants, bars, supermarkets, shops, preschools, recreation halls... On the floors above the ground floor there are business premises - financial institutions, representative offices, administration and the like, built according to the shell&core principle, which will occupy the entire floor of the building, and which in later stages will be divided into smaller units as needed and rented out to tenants.
The four-star hotel will have 120 rooms and facilities such as bars, restaurants, meeting rooms, a spa center, and a swimming pool. Vehicle parking for the entire complex is planned both in the underground and in the above-ground garage for about 400 parking spaces, but also in the free part of the plot. The construction of two levels of an underground garage is planned.
"The representation of some of the above-mentioned commercial contents in the complex is indicative and may change depending on market requirements at a given moment. The total planned capacity of the business complex is approximately 152,000 square meters," the report states.
For the needs of the realization of this complex, the investor conducted an international urban planning and architectural competition. The goal was to look at different approaches and world trends, as well as innovative urban concepts in solving the design and arrangement of such spaces. Based on the received papers, a solution was chosen that will be further elaborated and whose principles are incorporated into the Plan.
The detailed regulation plan stipulates that future buildings in the complex can occupy a maximum of 50 percent of the plot, while their maximum height will be 32 meters.
Public inspection will last until April 24, every working day from 9 a.m. to 6 p.m., in the City Administration building of the city of Belgrade, on March 27, no. 43-45 (hall in the basement). Interested persons can, during the public inspection, submit their objections to the planned solutions, in writing, to the Secretariat for Urban Planning and Construction Affairs, through the registry office at Kraljice Marije no. 1, ending with April 24, 2025.
The public session of the Committee for Plans of the Belgrade City Assembly will be held in the City Administration Building of the City of Belgrade on May 13 at 1 p.m.
