The Belgrade Secretariat for Urban Planning and Construction Affairs has announced a public review of the Draft Detailed Regulation Plan (DRP) for the block between Koste Glavinića Street, Ruska Street, the railway overpass, and Bulevar Vojvode Mišića – located directly across from the Belgrade Fair.
The initiative for the DRP came from Tehnicom Construction d.o.o. from Belgrade. The draft was prepared by the Belgrade-based architectural studio Bureau Cube Partners, and the responsible urban planner is Milan Rašković, dia.
Across from the Belgrade FairThe reason for drafting the DRP is the initiative by Tehnicom Construction, as well as the long-standing need to redevelop the area, which is currently partially devastated, disorganized, and abandoned, according to the documentation.
The plan covers a block located within the Savski Venac Municipality, bordered by Koste Glavinića Street, Ruska Street, the railway overpass, and Bulevar Vojvode Mišića, including connections to the existing and planned traffic and infrastructure networks. The total area covered by the DRP is 75,288 m².
The area lies in a strategically valuable urban location, along one of the city's main traffic arteries – Bulevar Vojvode Mišića, in close proximity to the Belgrade Fair and Gazela interchange.
According to the analysis, the investor plans to develop a new integrated complex with residential and commercial purposes (office spaces, retail units, and housing units), along with appropriate supporting facilities (parking garages, restaurants, a spa center, commercial content, etc.).
The expected maximum gross floor area (GFA) of all existing and planned buildings within the DRP is around 185,000 m². Planned construction includes about 54,000 m² in urban unit S1, and approximately 35,000 m² in urban unit K1, and 40,000 m² in urban unit K4.
In the construction plots within zone S1, the dominant purpose is residential, although commercial, office, retail, and other compatible uses are also allowed. This zone will also host one of the two annexes of a combined children’s institution, with a maximum capacity of 80 children.
Two New Mixed-Use Residential and Business TowersIn zones K1 and K4, the formation of residential and multifunctional commercial facilities is allowed. These can include office and residential spaces. The setback floors, designed based on horizontal setbacks, can function as transitional levels with moderately combined compatible uses, including green terraces, as stated in the documentation.
The complex, currently under the working title “Tehnicom,” is planned to include two new mixed-use residential-business towers, up to 52 meters high, positioned to fit the available space in urban zone K1 while maintaining the prescribed distance from existing commercial buildings in zone K2.
In zone K4, the second annex of the combined children’s institution is planned, also with a maximum capacity of 80 children, according to the publicly available documentation.
Objections Accepted Until May 5, 2025During the public review period, interested parties may submit written objections to the planned proposals to the Secretariat for Urban Planning and Construction Affairs, via the office at Kraljice Marije 1, no later than May 5, 2025.
